Meet Dr. Todd Keruskin '02, assistant superintendent at Elizabeth Forward School District. Like many program professors, he is a Cal U alumnus who is also a top administrative leader. Dr. Keruskin's district technology initiatives have earned him a "Learning Ninja" Digital Innovative Learning Award and an Apple Distinguished Program Award. In Cal U's superintendent letter of eligibility program you will be assigned a personal adviser who will connect you with potential job openings and keep you up to date on state requirements. You also will have regular communications with a University internship supervisor and will work with an internship mentor who is a certified superintendent in your district.

Superintendent Letter of Eligibility Certificate Courses

This graduate certificate program emphasizes courses and fieldwork that enables leaders to learn and apply the skills necessary to improve the school's central office administrative functions. Completion of an approved certification program is a requirement for certification in Pennsylvania. Students seeking certification in a state other than Pennsylvania should check their respective state Department of Education requirements.

Admission Requirements

Admission Requirements (Regular)

  • Master's or Doctorate degree with a GPA of 3.00 or higher (Students with a GPA below 3.00 may apply for conditional admission)
  • Official transcripts from an accredited graduate institution
  • Copy of all certifications
    • Should include Administrative Certification (i.e. Principal’s K-12 Certification) or Supervisory Certification (i.e. Curriculum Supervisor, Special Education Supervisor).  Applicants should review PDE guidelines to assure they can meet certification requirements. 
  • A letter of endorsement from applicant's Superintendent
  • A current resume or curriculum vitae
  • A completed Applicant Data Sheet
  • Statement of career goals and degree objectives
  • Note:  At the completion of the program and upon application for endorsement for certification from PDE, you will be required to provide verification of completion of the required years of relevant administrative/supervisory experience from your district as per PDE guidelines.  Currently this requirement includes “evidence of six years of satisfactory school experience, of which three must be in a supervisory or an administrative capacity.” Also, applicants must currently hold an administrative/supervisory position in order to be able to meet internship requirements and PDE certification guidelines.  Please refer to the PDE website for the most current details to assure you can meet the work service requirement.

Conditional Admission Requirements

Conditional Admission may be granted with the following modifications of the Regular Admissions Requirements.  Those admitted conditionally based on missing document/s have up to a maximum of two semesters to satisfy these requirements:

  • Master's or Doctorate degree with a GPA under 3.00 will be reviewed for a decision
  • Unofficial transcripts
  • Copy of all certifications
    • Should include Administrative Certification (i.e. Principal’s K-12 Certification) or Supervisory Certification (i.e. Curriculum Supervisor, Special Education Supervisor).  All submissions will be reviewed to verify that candidates meet the necessary state requirements as they pertain to certification. 
  • A completed Applicant Data Sheet and/or a current resume or curriculum vitae
