Richard Mullen is a lieutenant with the Allegheny County Police. He is the director of the Allegheny County Police Training Academy and is responsible for overseeing all aspects of the training academy, including basic recruit training and in service training for veteran officers. He has been assigned as the commander of the Allegheny County Police General Investigations Unit and as a commander at Pittsburgh International Airport, overseeing all aspects of police operations. He served as both a detective and supervisor in the Allegheny County Police Sex Assault and Child Abuse Unit for 15 years. He established the Allegheny County Child Abduction Response Team and developed and implemented a compliance verification system for registered sex offenders in Allegheny County.
Mr. Mullen holds a Bachelor’s Degree from Geneva College in Human Resources Management and a Master Degree from Point Park University in the Administration of Criminal Justice.
Mr. Mullen is a member of the Pennsylvania Attorney General’s Medical/ Legal Advisory Board on Child Abuse and was recognized as one of the top fifty "Irish-America Law & Order Leaders" by the Irish Echo newspaper in New York City.
