Biography

Morgan has taught distance learning since 2007 at Wilmington University in New Castle, Del. In 2006, he retired from the Connecticut State Capitol Police after 21 years of service, the last six as chief of police. He is an active member of a number of groups and organizations, including the Police Administration Committee of the International Association of Chiefs of Police, Connecticut Police Chiefs Associations, Knights of Columbus, Connecticut State Capitol Preservation and Restoration Commission, and National Legislative Services and Security Association.
